When Should You Fertilize Cool Season Grasses

I have read the first application of a synthetic fertilizer should be done around Memorial Day.

"Spring isn't the time to feed--I scheduled the starter fertilizer for the first moment on the "time to feed" clock, which is right around Memorial Day when using a synthetic. Feeding too early synthetically will set off massive spring growth, tap root systems of stored carbohydrates at a time when the storehouse is close to empty, and cost you summer performance (it'll look like crap in July and August)."

I planned on using Milorganite monthly between the Memorial Day and Labor Day fertilizer synthetic applications to enhance the soil conditions.

Would it be okay to apply Milorganite now?

Or would it cause similar problems as stated above?
