Assuming the fence is about five feet and you have about 20' to the fence, you may get the privacy you want with an old fashion lilac, pussy willow, a Cleveland Pear, (Don't stone me), or something like a Japanese maple.

Knowing the distance to the fence would be a big help in recommending trees.

Most kinds of trees and shrubs will take many years to grow as tall as a house. Since the lower part of the planting site is tight and the view to be blocked is broad maybe an already somewhat large, deciduous flowering or shade tree, with a single trunk and elevated crown is what would work best. And may be what you were thinking of when you posted the otherwise seemingly contradictory "more vertical and outward". Of course, anything that spreads out later will be likely to get over on the neighbor's side, invade their territory with both branches and roots, drop spent parts there.

If you go with entirely skinny instead you will have to plant a whole row of such exclamation points (much chosen and planted Thuja occidentalis 'Smaragd' the leading example) in order for their house to disappear.

One thing that might help with that first level at least of visible windows is a trellis added to the top of the existing fence, if this is feasible. Such an installation would provide almost instant amelioration, with no additional horizontal space being taken. And no plant litter being generated.

Royal empress is a nice tree, but it is an insane suggestion for fastigiate privacy. I think you need curtains.

Paulownia tomentosa produces deep shade, nuisance litter including spent flowers and hard seed capsules plus a large, spreading growth habit with long branches.

It was a 5 gallon potted tree from the HD, and i cut the bottem 2 inches off using a saw, and slit the sides of the mixture with roots, i swore i killed it.

A shadow from a building would not cause a columnar variant to grow without any sign of being genetically programmed for narrowness and verticality. Your Zelkova looks utterly typical in habit, as though you were supplied the wrong item. And is well on its way to forming a huge, very low forking vase (another example of the species I once measured here in WA had an average crown spread of 60 ft.).

The interesting thing is the branch crown is at 7 1/2 foot, there are 6 branches at an apex with solid footholds to the trunk each 2 inches. Literally a 5 inch trunk breaks into 6 branches. The one furthest from the house is angled (like the rest) outward and up, pushing full sun (cleared the house shadow all day), while the rest remain angled outward in a 100 degree arc. These are dominate while the remaining only 4 branches below 1 inch diameter or less are the under story. it remains to be seen how it will continue to gain height or as you said.. a huge vase habit is well on its way. =)

These trees are so intricate with minds of there own its fun watching it grow through the years. The branches are so long already some 10 foot to end. Pictures to come.

Sorbus aucuparia 'Fastigiata'? You could prune it so the branching and leaves begin at about the 6' height to keep your yard clear and still provide privacy.

Not sure about its ability to grow in your area though, depending on where in MD you are. It doesn't love heat.

The royal empress is invasive in many states. You should see one before you plant it also. From the right light and angle with the correct filter on the day they flower it is a decent tree. In person I have not seen a good looking one here and the wood is.....odd, u have to see it.

You could probably do maybe 3 or 5 and have a nice screen as you walk along you fence.

Carpinus betulus 'Fastigiata' soon develops an egg shape of significant spread ('Frans Fontaine' is narrower growing) and in my area at least may fill up with aphids in summer, resulting in visible sooty mold fungus. (Either might also be expected to grow more than 60 ft. tall in time, when not kept sheared - a formalizing effect I would not recommend for your setting.). We can also have problems with 'Little Gem' snapping in snow, burning badly in rather high winter temperatures - say something like 15 degrees F. - or being partly defoliated by mildew. This latter happens pretty frequently here.

Whatever you do, don't depend on ornamental fruit trees.
