More info would be helpful. What is the soil and air temperature? Everything will be slow if it is cool. Peppers will germinate and grow more slowly than tomatoes in any case. Leaf roll is generally a response to being dry. Some tomato varieties just come up with curled leaves.

The soil temp is around 80 and the Air is is probably 65-70. I definitely water enough I wait till the tops are light brown then I bottom water. I grew the same plants last year and had much better success.

That air temp is a little cool. What does "bottom water" mean? You mean the pots sit in water? Depending on the soil mix, that may not moisten the whole pot well. But I guess if the top of the soil gets moistened that way, it must be working. I don't see anything that looks cosmetically bad, but if the seedlings haven't grown at all in a week, that is certainly worrisome. Soil mix is of concern for another reason. A mix that packs down won't allow the roots to grow well. That will slow everything down a lot.

Was the peat adjusted for pH?

The media mix is a problem. You should transplant seedlings out of it ASAP or just start over with conventional media.

Why is it a problem? I used it last year and it was fine. Does peatmoss go bad?

Well, peat moss has a number of issues. First, unless it has been adjusted for pH, it is fairly acidic - more so than almost any vegetable prefers. When it is included in commercial seed starter mixtures, it is usually balanced with lime.

Secondly, it has moisture issues. Especially if it had been wet previously, then allowed to dry out, rewetting can be difficult. It becomes mildly hydrophobic. Once wet, it can compact and actually have too much water retention. If the vermiculite you used was a very small grade (size,) then you have lots of water retention, but little oxygen. People who mix their own often use the irregular granules of perlite to supply air pockets.

If you wish to make your own, you can replace, or 'dilute' the amount of peat with coir. That will lessen the affects of the pH issues. It's a lot more difficult to balance the pH of peat at home than it is for processing plants that have good meters.

If you search 'seed starter' you can find a recipe with a better balance of ingredients than just peat and vermiculite. 'Sterilized' compost, and perlite (or some other granular addition,) in proper measure, are common ingredients.

It sounds as if bottom watering is percolating up to the surface, So it doesn't sound as if his peat moss is drying out. But water retention by soaked peat moss is certainly detrimental to plants. 4:1 peat moss is a lot of peat moss, and it's going to hang on to a lot of water.

And the cotyledons are yellow. They don't have a dark green color. Why?

I am not sure, but I think your sprouts are in an unbalanced environment. Like the others above have pointed out, a mix with too much peat leads to other problems, either too acidic or too much moisture(which really means not enough air.) Maybe the mix you used last time had a little more vermiculite, allowing more air to get to the roots. The brown tips could be just how a plant looks when it does not get enough air. Yellowing seems to be a symptom of overwatering. If I were you I would move these to a different mix, a proper mix. And I would also start new seeds in the new mix. Your existing sprouts might catch up, or they may not. Starting new seeds in a better mix will probably result in much healthier seedlings.

Peat Moss is often a component of good potting soil. I have used the Cornell formula: http://www.greenhouse.cornell.edu/crops/factsheets/peatlite.pdf. You can get as much info as you need there.

For smaller Quantities it comes down to:

8 Quarts Peat Moss....6-8 quarts Perlite or Vermiculite....1/2 cup garden lime and about 1 Tablespoon Miracle Grow type fertilizer in water. Mix and plant.

You see it adds Lime and Fertilizer to your mix to counter Acidity and supply nutrients which Peat Mix does not have. I have used this for 20 years and the growth is great as seen in the Cornell publication.
