My Snapdragons aren't doing well . . .

I winter sowed several types of snapdragons in January. They all came up well, but now I have very few left and they look puny. The ones that are left are just making their 2nd set of leaves. They have been outside since they were planted. I think they have damp-off, but I thought winter-sowing prevented that. I've also been watering with the peroxide solution water and I have sprinkled cinnamon on them. I'm just frustrated because I planted so many different varieties and spent money on seeds from Park Seed Co. I do have some plants that are doing very well. Both of the mustards, coneflowers, Black-eyed Susans, broccoli, & spinach are doing well. Dianthus and Gaillardia are ok, not great. Only 4 out of 12 bell pepper seeds are still alive. I just planted several marigold varieties and coleus varieties. Any tips for better success?
