Bay leaf turning brown & possible scales (pics included) please help

Good day all,

I'm in Sydney Australia. We've had a very hot summer with some god awful heat spells.

Many of my plants suffered due to this including my bay leaf. Most of them have recovered but it looks like my bay hasn't.

The big leaves turned copper-ish and brown and giving it seasol (seaweed solution among other things) and plenty of water wasn't turning out to be the perfect solution.

It's planted in the ground for about -3 months (it was in a pot before). I have given it some Rooster Booster (chicken manure pellets) https://www.bunnings.com.au/neutrog-20kg-rooster-booster-organic-fertiliser_p2990065

Luckily, due to this and the rainy days recently there has been plenty new growth to replace the old, brown leaves. But I have a suspicion that even the new leaves are turning brown (whether it be from heat or some disease or nutrient problem, I don't know).

I also noticed some patterns on the stem, are they scales?

Please help me understand and nurture my plant back to health, it's precious to me!
