Bathroom and closet addition on pier and beam foundation

I live in eastern pa so it gets cold in the winter. I want to expand my master bath and make a walk in closet. A contractor suggested doing the addition (12wx16l) a pier and beam foundation. The floor is only 2-3 feet off the ground so the posts wouldn't be that tall. But I'm worried about the open area under the addition making the bathroom floor freezing cold in the winter. My second concern is mice getting up into the floor system if not sealed properly. Any suggestions of how I should say I want it done if I go that route? I haven't had a chance to ask him what he would do. If I'm saving in excavation digging and foundation concrete pouring I wouldn't mind spending a little extra to over insulate and seal it up. But I wouldn't want to go this route to save a lot on foundation costs. Would in floor heating in the bathroom help? Thanks.
