Refusal to provide references -- a new trend?

I'm on the tail end of interviewing crawl space encapsulation companies. What has become clear is that there are multiple possible approaches to solving a damp crawl space. No matter which way we go, this is going to be an expensive project. The highest bidder is refusing to provide any references out of "respect for our customer's privacy". I ran into this same excuse recently for an entirely different (non-construction related) project that was going to total mid five-figures.

Is this a new trend? Is there any other way I should interpret a refusal to provide references other than "we don't have any satisfied customers for you to talk with"?
