Help save dying palm

We moved into our new home recently. Previous owner already has many plants and we don't know how to take care of them and when was the last time they fed them.

This one seems like sago palm ? It's almost dying or may be dead ? How do I revive it ?

I am in Bay Area, it's been raining heavily for many weeks here, but I have seen this one sickly from last fall itself.

Any suggestions are welcome to keep this alive.
