catch 22 (close lights)

We have started petunias, geraniums, and some peppers. A total of 4 flats 72 cells apiece. Things germinated nicely, geraniums up in three days, petunias in five, and peppers in six. I have read that it is nice to keep these in a cool room, about 65 degrees, to keep things from growing to fast, and becoming leggy. The room they are in is about 63 degrees. Also to keep the lights within a couple of inches, which we have done, and it seems pretty warm under them. (4 bulb t5 fixtures). My question is with the lights within a couple of inches am I defeating the purpose of the 65 degree room. Or should the lights be higher than a couple of inches?
