Does electrical have to go on outside of chimney for gas insert?

I'm having a gas insert installed in an old existing fireplace and found out that I have to have an electrician put an outlet in behind the insert. An electrician wants to run the wiring out through the ash door to the outside, across the chimney brick (which is wide and up the side of the house to an outside outlet near the chimney. This is to be encased in a metal sleeve. Couldn't the wiring be run under the house or in a less conspicuous way???
