Rose disease?

Good morning

I was checking my roses as I do daily and noticed some odd things:

First this on a Nahema leaf

And then this, which is kind of very disturbing, on a Gertrude Jekyll


As you can see the growth is coming out of what was supposed to be a bloom and the last time I looked at that bud ( 2 days ago) there was nothing suspicious about it. Is it rosette? What do I do about it? What about the roses it's planted with? 3 Pat Austins. Does it mean they are diseased too? The Pat Austin are very healthy and bloom continuously while this Gertrude hasn't bloomed at all since I planted it last year. Bought as a 3 year potted plant from a local nursery.

I am really very worried. Should I shovel Gertrude immediately?
