Rose Disease - Fungal/Viral?

The back story was 2 years ago we had a very late freeze and it zapped my rose amongst other plants. I don't have the name of the rose but I pruned it back and it came back fairly strong. Only thing is that when the flowers fully open up they almost immediately start fading. The same happened last year. But I wasn't well enough to do something about it. This year, the first flush of blooms looked ok. But now the 2nd flush is showing the same symptoms. The flower opens, then starts to discolor and then start almost looking like they are burned. It only seems to affect the blooms as the leaves seem ok.

Looking around I don't see any bugs, so I'm guessing that it's either fungal or viral. Anyone have any ideas? Can it be saved or should I just remove it and the local soil? TIA for any advice.
