Lots of roots on bare echeveria stem

I got this echeveria pulidonis 2 months ago and it has been doing ok. The medium it came in doesn't look so great but I hesitate to behead the rosettes since I don't know what I'm doing. Also, there are some pests in the soil: one or two very small centipede-like bugs, and numerous tiny black bugs, smaller than a grain of salt, that jump. I haven't seen the tiny bugs lately. Should I be worried about them?

Question #1: The picture below shows that there are copious amounts of roots growing out of the bare stem of this one rosette. What does this mean? How can I help it?

Question #2: The bottom leaves of the two rosettes are slowly wilting. I don't know what I'm doing wrong. Any hints?

I have the plant at a window facing west. When the medium looks and feels completely dry, I pour water on the soil (not leaves) until the water runs through the bottom, twice.
