Dwarf lime in 1/2 wine barrel - soil has compacted. Now what?

I planted my new dwarf Mexican Lime in a half wine barrel 18 mos ago. I used the soil from the nursery specially made for cactus & citrus & left about 2" at the top. Now, it has compacted so much it's only a bit more than 2/3 full.

The tree is doing ok, not fantastic. There are some clusters of blossoms/tiny new fruit now.

Do I just add more soil to the top or try to lift it up and put more under? It does not lift easily, I tried. It seems to be sort of adhered to the wood barrel.

Wish I'd planted it right up to the very top of the wine barrel when I put it in.

Could anyone with experience in this please tell me what you'd recommend?
