overlapping branch on weeping river birch: cut now or in winter?

So I have a weeping river birch tree. It's been with us for 2 months now and doing well.


It has one branch I noticed overlapping the main branch of the tree. When I say "main" I mean not the trunk, but the main (i.e largest) branch coming off the trunk that's weeping. It is the main branch that gives the whole tree shape and the thickest.


One branch is overlapping over it. I'm assuming this isn't ideal. When should I take this branch off? Now (summer) or in the winter? Everywhere I read seems like winter is the consensus but wanted to consult any experts on here.


(p.s I know the tree is not in an ideal location. THere was a whole other thread on this :D)
