Homemade herb container soil mix not working?

I wanted to make a container herb garden along my backyard fence, and had a supply of large cattle mineral/molasses tubs to use as planters. I punched drainage holes, then filled with a homemade mix consisting of:

  • Peat
  • Cotton burr compost
  • Sand (leftover from construction)
  • Perlite
  • Composted goat manure

I then watered it in and planted my herbs (most from 2" or 4" pots). Its been over two weeks, and most of the plants aren't growing. I have 6 containers total. I'm thinking I may have screwed up by using so much cotton burr and goat manure composts. I also didn't do a soil test on the mix, but will this weekend.

I'm thinking of replacing the top 6" or 8" of material with a bought soilless mix, unless the homemade mix can be salvaged.

I'm open to suggestions...
