OT . . . but America related . . .

Rosefolly and others have brought up several interesting points and answered many questions I have asked about US education etc. Rather than hog the month's reading thread ('though no-one seems to be page-turner much recently) I thought I would start this thread so those various off-topic questions have a space to themselves.


So my first question is: I have some yellowing notes from a long-dead US relative. One such mentions a male relative who is described as the family cut-up. We don't have this expression over here in the UK so will someone tell me what it means please?

Another comment says "Andrew was the afflicted one" which I take to mean he had what was way back known as some sort of mental/retarded problem?
