On the practice of letting soil dry out before each watering

Does anyone follow this common recommendation for in-ground plants? I don't see how it's possible if one mulches. Even with my dry, severely drought-stricken (0 inches of precipitation in the month of May!), warm weather, my heavy clay soil with 4 inches of fir bark mulch is always a little moist, even in the most intense heatwaves. If not the top 2 inches of soil, then the soil below it. What are the benefits of this practice besides saving water resources?
