Will Peat Moss Help wiith Water Retention in the Short Term

Part of my son's (lives in zone 5) lawn in his front yard is in full sun and the lawn is starting to brown out and go dormant, and parts of the lawn in the shade looks fine . The soil is of a sandy mix. He has not started his irrigation system yet because up until this past week-end the entire lawn looked great. We were wondering in the short term if peat moss would help with water retention? He bags his oak leaves (which he has many) in the fall and disposes of them in the back of his property. Can he mulch the leaves on his front lawn now to start building up the organic material in the soil?
