Grassy weed - I need some expertise

I live in the Greater Seattle Area. I have a lawn of assorted fescues (non-TTTF), but it is being over run by something aggressive that I haven't been able to identify.

At first I thought bentgrass and then nimblewill, but I own Tenacity herbicide and it doesn't seems to harm it much at recommended rates.
The stems are stiff so I then thought Poa Trivialis, but it seems to love heat and sun.

I'm not 100% but it appears to spread underground by rhizomes (and maybe tiller) and I believe it loves heat because it is flourishing more in full sun and it tends to do better along walkways. When cut, it weasels its way through and around the surrounding grass with what looks like a tiller perhaps. You might see a little bit, but when you pull it longer stems come with further away.
