I bought seed kit for herbs, can I reuse the soil after I transplant?

I got a couple of kits to grow Parsley, Mini-Tomatoes and Chives. The soil was really weird, it came as a disk I had to add water to and it had a strange consistency compared to potting soil. Now I think its looser and probably better for seedlings than the potting soil I was using (though I have grown some good stuff so far). My Parsley and Mini-Tomatoes are getting true leaves and I'm wondering if I can reuse that odd soil to grow other seedlings once I transplant these seedlings out of them?

Is there something you need to do with soil to reuse it? This soil doesn't seem like it should go with the seedlings to their next containers and I hate to throw it out. Is there a worry about old seeds that didn't grow remaining in this soil? Do you always use a fresh batch of soil for each seedling and throw out the extras?
