Advice required: Columnar Euphorbia dying

I have a 5ft tall columnar euphorbia, don't know the species. It was rescued when a neighbor threw it out, and I planted it in full sun. It gets water once per week and lives in USDA10, Los Angeles.
The plant has many brown and brittle sections and is even blackened in the middle. I had hoped that it would begin to revive itself by now (it has been in the ground for 6 months) but it is getting worse. I am tempted to just cut off all the browned sections (around one third of the plant) but I don't know if this will do more damage.
Any advice appreciated!
