Frozen salmon steak into salmon loaf

I have several frozen salmon pieces. They have skin on one side. I want to use a couple of them to make a salmon loaf. On-line salmon loaf recipes seem to start with canned salmon. Do I need to cook the salmon in order to separate the meat from the skin? And do I need to cook it in order to flake it?
