Oven temperature fluctuations - how can this be?

Hi, we installed a new oven last month and it doesn't seem to be working properly. The temperature is fluctuating wildly. We first noted that frozen pizza was not cooking right (same pizza we've been cooking for three years, once a week, in three different ovens over the past two years). Banana bread and cookies took longer (by a lot) in the new oven.

Decided to try a cake mix today: preheat to 350. Put in batter (door open no more than 5 seconds) and temp dropped interfaith reaching 265 at 11 minutes. At 19 minutes the temp rose to 350, then 367 at 22 minutes. It dropped back to 340 at 26 minutes. At 26 minutes, I opened the oven and very quickly tested the cake. The temp dropped to 309, them rose to 317, then started to drop again. Tested again at 29 minutes, removed the cake, temp dropped to 269 after removal.

The cake was cooked. Bizarre when the temp was well below the set temp for most of the cooking time.

2. Do the temp movements seem normal?

We've tested the oven using two manual and one digital thermometers. We had similar fluctuations with the pizza cooking at 400 - it did not cook properly.

The oven tech insists the oven is okay. His probe registered the temp at 350 and it maintained that temp - he said. We'll ask him to test again tomorrow and watch the probe.

Any thoughts or suggestions would be appreciated. It's a Bosch series 800 wall oven.
