Black patches on Knockout canes?

I just noticed black spots on the canes of my double pink knockouts. It is not on any of my other roses, just the knockouts. It is also on my neighbor's double pink knockouts.

As far as I know this area doesn't usually suffer from the fungal issues found elsewhere in the country. It is too dry. I checked with the Utah rose society web page and they confirm that, but mention that (rare) hot humid days and warm night can cause it. It has not been hot yet. We have had a few near 70 degree days followed by cool low 40's nights. That's the warmest it has been so far this spring. It has been wet lately; rain/snow mix.

We did have several very cold weeks this winter could it be winter damage?

Just trying to figure out what the black spots are and if it is something I should be concerned about
