Stone veneer over a wavy concrete retaining wall

Hello all,

My house has an ugly existing concrete retaining wall about
2 ft tall that I am planning on facing with stone veneer and topping with a
stone cap. The problem is that whoever
poured this wall didn’t do it properly.
I’m guessing the plywood wasn’t sufficiently reinforced and it bowed out
under the weight of the concrete. The
difference between the part that bows out and the part that doesn’t is about 2
inches. Other than that, the wall seems
like it’s in good shape. My plan was to smear
on a thin coat of mortar with concrete bonding adhesive mixed in to get a good
bond to the existing concrete, and then use unmodified mortar to try to even out the
waves. Lastly I would do a scratch coat
and then attach the veneer.

For anyone who has experience bonding to existing concrete,
does this approach seem like it would work?
From the research I’ve done it doesn’t seem like lath is necessary for
this application. Also, would mortar be
the easiest/ best way to do this? I’ve
calculated that I’ll need around 30-40 bags of mortar to fill in the gaps so it’s
starting to look like a more expensive prospect than anticipated.
