Renovated lawn last fall - what's my plan now coming into Spring?

Good morning all. I renovated my North-Central NC lawn with Tall Fescue last Fall. Everything came in excellently. Somehow I must have misread something somewhere and didn't think I was supposed to start fertilizing until at least April, so I haven't done anything short of my last Winterizer drop since late November. Apparently, after reading, I was already supposed to have fertilized once in February (which I didn't do), and this stuff I'm reading says no fertilizer on Tall Fescue past March 15? That seems awfully early.

Morph, if you're reading, here is a link (http://forums2.gardenweb.com/discussions/3008954/logan-labs-results-advice) to my initial soil test back last Spring. I pretty much followed your plan to the T but it ended in November. What should I do going forward into this year now? Obviously, I'm going to drop some starter in the next few days since apparently I missed February. What should the following months look like?
