There are dwarf varieties of okra. Can't see clearly, but it appears you are looking at blossom buds, the fruit comes later. Even standard okra can be small when conditions do not suit the plant. It can also start blossoming at the smaller size and continue growing through the season. Okra has a large showy blossom, you can't miss it. You must be in the southern hemisphere?

I've seen common varieties of okra that were smaller than those for sale as 4-packs and 6-packs and some even had pods.

Since you planted in mid November, I would expect to see much more growth after over 3 months, even with a dwarf variety. Your plants appear mostly healthy, but quite stunted in growth, so I as well would question the growing conditions. Okra loves the heat, so what are your temperatures like?

@farmerdill I'm located here in Melbourne Australia. I hope it is as you say that they will continue to grow throughout the season. With regards to the buds I am very certain that they are already pods because I grew up eating this veggie, but only the first time planting them. @ Nitsua mid November here was the peak of summer, I only fear that they will be affected now as cold season is coming soon. Thanks for both comments! Will monitor them if any progress happens.

I have tried growing okra for 2 years and they never get more than a foot tall. I think they get verticillium wilt in my soil. I am not going to even try this year. My wife won't eat it anyway.
