New home with new kitchen

Hi. I need guidance. We are buying a new home in California. We have chosen a beautiful Quartz for the island. Now we are being told that according to safety issues we have to have it in 2 pieces with a seam. It is a larger island, but one slab will work. My question is: if we put the free counter on, how difficult will it be to remove it and put the one slab on? And will it ruin or damage the cabinets? They are being crazy with this rule since most companies are now making solid pieces.
