Prune apple tree to grow laterally

Hi All:


I have a mature apple tree that fell over two years ago now. It made it through last season just fine, save for lots of water sprouts. I'm attempting to prune it to continue to grow laterally. A few questions:

Will the branches that are touching the ground eventually root and act as support for the lateral growth?

I'm thinking of letting two or three of the water sprouts growing from the now horizontal trunk stick around to one day become new central leaders. Will they ever take on this role, and is it possible to have multiple productive central leaders if they are spaced out by a few feet along the trunk?
