water flows from hot valve when supply to H2O heater shut off

If you have a two handle tub shower filler you need a separate thermostatic/ pressure balance valve as by code.

here's my question: If one has such a valve and the water supply to the water heater is turned off (supplying no water to heater therefore stopping flow of hot water) how could it be possible for water to run from hot water valve in say, a shower?

Is it that the thermostatic/ pressure balance valve having hot and cold water to it lets the cold water bypass and enter the hot water valve side? I know not the best description, but hope you get the point .

Wait, you might say there is obviously a crossed line somewhere in the house. But, if this were so wouldn't both hot and cold be somewhat the same temperature?
