Very little air coming from heating/cooling registers

New to us house.
Two gas furnaces.
Upstairs and downstairs.
Upstairs unit is unknown age. (Probably 5+ years old)
Downstairs unit installed less then 2 years ago.
Upstairs works fine, heating and cooling. Air from vents is strong.
Downstairs unit has very little airflow from registers.
Unit was checked for operation and leaks and was told the long ducts were the issue and they set the blower on high, which did not help.
After checking myself, I found multiple air leaks. Bottom of handler was not sealed on all four sides of both the return and output sides. (Drawing air from attic and blowing it into attic) Sealing it helped a little.
Upstairs unit has 16" duct from a 16x16" filter return.
Downstairs unit has 12" duct from a 16x16" filter return.
Both units per manual say they handle about 800CFM.
From what I have read and gathered, the 12" duct is incapable of providing the unit enough air flow, would this be the main problem?
