It sounds like condensation. What is the humidity level? If it is too high then you could run a dehumidifier to help minimize the condensation. Covering them with insulation may also solve it.

You seem to have hit the nail right on it's head.. I noticed condensation on the windows (all this is happening in the basement) and have ordered a dehumidifier.

High humidity in the winter is very unusual given that you have electric space heaters. Do you know what is the source of the humidity? Are the walls in the basement wet?

Basement walls are not wet. There is a shower in the basement that has been leaking for 3 weeks now. It was not humid down there before.. I assume shower is the problem?

My first suggestion is to buy a temperature/humidity gauge. The Acurite sold on Amazon is good enough.

Leaking water is going to cause humidity in an enclosed space. Instead of spending money on equipment and energy to lower the humidity, look first to stop the source. Long term high humidity can cause mold problems. That is even a bigger problem then you have now.

Quick update - we stopped the leak yesterday and ventilated the basement (opened a window for couple of hours). Temperature dipped into the teens last night but we're not seeing any condensation on pipes or windows this morning.

The dehumidifier from Amazon was $25. It's a handy little thing, guess I'll just keep it :-)
