How to heal neglected abused lawn and bulbs.

I live in Thousand Oaks, CA - we're in a drought, you might have heard. I rent a house and am responsible for the back yard, lived here 2 months now. I'm new at this but not entirely stupid. Lawn in back that was neglected for more than a year, not watered, heavily compacted. I've watered a bit, everything is responding; the roses, the bulbs (Iris and others and I've hundreds of leaf shoots), Euryops, Salvia, Apple, mini-rose, even a gardenia has started growing. This is a LONG term project. I can not, will not, waste a ton of water. There is drip for the roses, salvia, many of the bulbs. Throw it at me - what can I do to create a happy thriving place?
