Yellowing leaves on my Meyer, advice would really help

Spotted two yellowing leaves on my Meyer this morning, at the end of a branch on each side of a pretty big lemon.

Here is the front:


That's what the back looks like.

I tried to rub the back of the leaf with a cotton and alcohol, but nothing rubbed out. I tried scraping with my fingernail as well, nothing comes off. It is possible that those brownish stains were there already this summer, I am not quite sure this is new. The yellowing, however, is absolutely new.


Here is the second leaf on the other side of the lemon. Not as bad, but same thing.


And that's the color and appearance of the other leaves. As you can see, it's night and day.


I sprayed the whole tree with neem oil about 2-3 weeks ago, and I re sprayed the two leaves with insecticidal soap this morning just in case.


Mike and Al won't let me water (lol), and I've been advised not to fertilize during the winter inside, so if this is not because the tree is thirsty or hungry, what is it? I could really use some help figuring out what to do.
