can't get humidity levels under 60%

Hi! My mother had a sewer backup in her basement in January of 2014, and since then the relative humidity levels in the house never went below 60%, even with the heat + wood fireplace on. She also has a dehumidifier running 24/7 hooked up to the floor drain because it would fill too quickly. We both checked for roof leaks, opened holes in outside walls to check for condensation, under the windows, dryer vent, bathroom vent, furnace flue, everything is normal. She dries most of her clothes on an outside clothes line, or in the dryer. There was a raised floor in the basement, and when we opened it up, we realized extensive water damage, so we think that water was seeping between the raised floor and concrete slab, then receeding for a while, but all water damaged materials were removed quickly back in January 2014. Is it normal for the humidity levels to still be high in the house, and if not, what else could be causing that? Before the incident, she says humidity would normally stay around 52-55% on the most humid days in the summer, and normally around 30-35% during winter months.
