HVAC quote question - "upgraded" system has hight tonnage?

Hello,
First post here, so please let me know if I ask anything improper.

We are building a house that is about 5100 sq ft in North Texas. We are trying to be somewhat energy efficient ( even if the house is way to big for us, but that is another story.) and having spray foam insulation to create a nice tight house. Our current house is a bit drafty.

The downstairs SQ footage is about 3,600 including a 1,000 SQ ft master suite and bathroom and upstairs is 1,500. Downstairs ceiling height is 12" and 9" upstairs.

The HVAC contractor is proposing a dedicated unit for the master suite and separate units for upstairs and downstairs.

So we got the following quote from the AC contractor, which I find a bit lacking in detail. Can you help me review it?

EQUIPMENT:
CARRIER 16 SEER A/C
CARRIER 90% GAS FURNACE
HONEYWELL PROGRAMMABLE T-STAT
VENTING VENT A HOOD
PROVIDING EXHAUST FANS
RETURNS IN ALL ROOMS WITH DOORS
FRESH AIR DAMPERS

TONNAGE
3.5 TONS DOWNSTAIRS
2.5 TONS UPSTAIRS
2 TONS MASTER SUITE
for a total of 8 tons.

The higher priced by about 90% consists of

EQUIPMENT:
CARRIER INFINITY A/C
CARRIER 90% GAS FURNACE
HONEYWELL PROGRAMMABLE T-STAT
VENTING VENT A HOOD
PROVIDING EXHAUST FANS

RETURNS IN ALL ROOMS WITH DOORS

4 TONS DOWNSTAIRS
3 TONS UPSTAIRS
2 TONS MASTER SUITE

For a total tonnage of 9.

From what I have read here, it seems that the load calculations should dictate the tonnage and not the "upgrade" package. I am definitely going to ask whether a load calculation was done to determine the correct load and get the actual model numbers for what they are proposing.
