It's alive! (How do I keep it that way?)

I posted this picture of my sago May 2014:

It looked pretty much the same the rest of last summer. Then after last winter it looked worse. Eventually all of the fronds turned brown over the first month of spring. I cut them all off and just planted other flowers around it. I was convinced it was totally dead by July but didn't dig it up.

Today I noticed this! IIt's about 10 inches long.

I also noticed some kind of white stuff that concerns me.


What do I do from here? What do I do about the white stuff? And how do I help it make it through this winter?
