Tough area, hilly, in the Rockies. Hedged English Garden possible?

We recently moved to NW Wyoming, garden zone 3-4. Our backyard is a strip of bluegrass currently that lines the fence of our horse pasture. I have always loved hedged 'English' gardens, or meditation gardens,.....but I am having a tough time laying out one in our yard! Snow is also a factor for us, and I would need to accommodate snow piles in the winter.....thoughts or ideas? What are some good (read- hardy) shrubs and 'hedge' like trees or bushes that are recommended for this zone 3-4 area.....I give a range, as we are on the edge of those zones, but our home is up against a mountain range, which leaves us more in the zone 3 cold hardiness range.
