Miracle Rose of Sharon. (Hibiscus Syriacus?)

I have several each of the three main colors of this. They all drop seeds that germinate. All, that is, except one.

It is resides in a prime location in my front yard with a large circle of perennials around it. It is the white one with the red center and is now over 20 years old. There has never been a single instanced of this plant reproducing itself. It is the only RoS in the circle.

I have taken cuttings and rooted them and have given them away. In every new location, it does not drop viable seeds. It does drop seeds but they never sprout.

Has anyone ever heard of this?
