Vigor of certain varieties and rootstock

I have been wondering if the vigor of the rootstock can depend on the variety of the rose itself?

A couple of examples for me would be Folklore and Queen Elizabeth. On Dr. Huey both of these roses did great for me, on multiflora, not so much. First year for QE and it's barely grown, one bloom so far. I planted a Folklore on Multiflora last year, a few blooms, not many, didn't survive the winter. Replaced it with another on MF, hasn't even bloomed! I hope I've just had a run of bad luck with these two. They've been a couple of my favorites, mainly because they were such good roses in the past. Other roses I have on multiflora are doing good. Has anyone noticed if it makes a difference with certain varieties?
