Double hung older windows

Hi All,

We have a house that was built in 1999 and the windows are wood/double hung. The previous owners just sealed the gap at the top where the window won't stay closed. Once you push the top window into place most of them slide back down a couple of inches. The only thing that keeps them in place is the window latch and even that has some give to it. The majority of online help indicates two types of window balances and these look to have the spring kind. Not sure if that's what is supposed to hold them in place or do these springs come into play as you pull down on the top part of the window.
