Lady of Shalott and Gertrude Jekyll

Wondered if you could help me figure out what to do with Lady of Shalott. She was planted bare root in Feb or early March this year and has grown to about 4 feet x 3 feet with long legs (arms?). One of the long arms broke off a couple days ago, I don't think she's strong enough to support them and on the 4th floor roof deck it gets a bit windy. I put up a bit of support this week for the longest arms. They are getting what I think are called laterals. I saw pictures before I bought her that were very bush like.

Now I also planted a Gertrude Jekyll at the same time and planted her with a trellis. Now my other Austins have not had this kind of growth even though they were planted with trellises. I pruned them pretty hard so between the pots and the pruning they haven't gone very tall but plenty of flowers.
