FRINGE TREE

I bought a small Fringe Tree in South Carolina two years ago and planted it up here in Central New York.
It survived the first winter with no problems whatsoever, but we had a
particularly cold and snowy winter this past year. This Spring, I notice
that while the bottom of the tree is budding and blooming, the top half
appears to be dead. Should I cut the top half off above the top buds or
leave it alone and keep my fingers crossed?
