My Meyer lemon needs desperate help

My wife and I bought this Meyer two years ago. It was beautiful when we purchased it, but over the last 6 months it has drastically gone down hill. The entire section of upper branches is now without any leaves. This tree stands approximately 8-9 feet. We live in southern Ohio. During the winter the tree is inside the house in a full solarium that gets at least 3-5 hours of direct sun per day. The temp is usually 64-70 indoors. A few weeks ago I re potted it with a pre mix for citrus and added additional perlite. Further, the tree appeared to have some sort of mite on the limbs and leaves. Over the winter, much of the fruit that it produced was very hard and lighter in color. I sprayed the entire tree with a soap after replanting. I'm sure I have not provided enough info, this is my first lemon. Im just hoping its not too late. Any advice would be VERY much appreciated.
