Need help landscaping backyard around hilly vegetable garden

I need help with landscaping ideas for my backyard. Our small uphill backyard opens into an empty field. The field is ripe with weeds and all sorts of plants that encroach on my yard and present a huge ugly, unkempt mess by mid-summer.

Last year, I dug out some of the hill to create a terraced vegetable garden. We also planted some lilac bushes atop the garden to create a separating space.... but i know the weeds will quickly take over this area if we leave it be.

I am in the military and will likely need to sell this house within 1-2 yrs. My wife and I are thinking of spreading thick mulch all over the weedy areas... about 2 ft further than the lilacs and pine tree to create a buffer of sorts. We are also considering mulching the entire hilly area to the right of the veggie garden and fire pit to create some sort of rock garden for a cleaner look. Here are some photos taken today that show the current state of affairs (note that a couple of the photos are 'panoramic' so the deck railing, which is strait, looks a bit off). Suggestions please, and thanks in advance.
