Grass Seed Won't Germinate in Tree Lawn

Late last summer we had an ash tree removed from our tree lawn (Emerald ash borer) , with the stump and roots ground out. It was done by a landscaper, who also took charge of reseeding the tree lawn. However, since then he's topsoiled and seeded the tree lawn three times (twice last fall, once this spring), all with the same result. VERY sparse germination, although he also reseeded a portion of the lawn itself and that came in very nicely.

His first thought was the tree stump residue may have altered the soil ph, but thinks that by now it should be OK. He's at a loss to know why this is happening, and isn't willing to try any more. I'm not averse to reseeding myself, but also don't want to keep doing the same thing if something else is going on that's retarding the germination. Could there still be a ph problem? Possible road salt residue? Any other ideas?
