What's attacking my Asian pear?

I have an Asian pear that had serious damage (curled leaves and blackening of the small branches) last year (I posted about this in March here.) This year I sprayed with an oil spray several times before the tree began to leaf out this week, but something is affecting the leaves already. Any idea what this is? Should I suspect fire blight and spray with streptomycin? What else should I be spraying?
