Assessments for road repair

Here's a new one for me:

I own a second house in my old hometown. It is a corner lot. They are doing road repair throughout the municipality, and I just received an assessment/bill for $7500 as my share of the repair on the thoroughfare that runs on the side of my property. Those who have frontage on these various streets are being asked to pay per linear foot for the repairs. Those who access the road from side streets are not assessed. It happens to be a long road, with only 6 houses on it, so it seems a big tab for a single homeowner to pay--especially, and probably irrelevantly, since I don't use that road.

Here in NJ, one assumes that road repairs are funded more globally--everyone pays a little something to take care of these expenses, or there are bond issues.

Reactions? Is this kind of repair funding done anywhere else? if I were asking for new municipal services for my lot alone, it would be another story; this is a road that has been there forever.
