A really nasty eBay snag

I've been excited about an eBay auction of mine that ends tonight (Wednesday). I'm selling a vintage camera lens, and the auction has had 340 views so far and has 34 watchers. It has 15 bids from 11 people. I've had shipping queries from Thailand, China, Russia, and Dubai.

The high bidder started out with zero feedback, and now has a rating of three, all from sellers. Because eBay does not permit sellers to leave bad feedback for buyers (I think I'm right about that), all three feedbacks are categorized as positive. But here's what two of the sellers said:

"Non-paying bidder, ruins auctions, uses other IDs to ruin relistings."


"NEGATIVE FEEDBACK!! WORST BUYER EVER. RUINED MY AUCTION AT LAST SECOND. NON-PAYER."


I'm thinking I should find out how to block him from bidding, if that's possible. Of course, he could come back under another name, but maybe if I block him late in the auction? What a royal nuisance!


Any suggestions on how to report someone like this?
